Abstract

Land disputes arise from clashing interests over land ownership or use. Improvements in land management and use are needed to support public welfare, particularly by ensuring legal certainty. The government has taken various steps to expedite the resolution of land conflicts, preventing a backlog of cases that could harm the community due to the unusability of disputed land. The main questions in this study are: first, what factors contribute to the issuance of multiple Land Compensation Certificates (SKGR) in Rumbai District, and second, what efforts the Rumbai District Office has made to reduce the number of land disputes each year. This study uses a sociological (empirical) legal research method, which is descriptive and analytical in nature, describing or depicting data obtained through documentation or interviews. The research location is the Rumbai District Office. The results of this study are that the cause of the dispute over the Compensation Certificate (SKGR) for double land in Rumbai District is due to the lack of maximum verification of administrative data, especially regarding land, when Rumbai District was divided into regions from Siak Hulu District, as well as the existence of irresponsible individuals who are the background to the occurrence of land disputes, and the limitations of technology at that time were also one of the causes of the dispute over the Compensation Certificate (SKGR) for double land in Rumbai District.
