Abstract

This study examines the implementation of women’s empowerment in Surya Indah Village carried out by the Village Head of Surya Indah, Pangkalan Kuras District, Pelalawan Regency, from the perspective of Law Number 6 of 2014 on Villages during the 2024–2025 period. According to the ideals of the Village Law, which stress community autonomy, engagement, and long-term village growth, women's empowerment is fundamental to village development efforts that seek to increase women's involvement in economic, social, and political spheres. Empowering members of the community, particularly women, who play a vital role in rural communities' social structures, is a responsibility of the village head in her role as head of village administration. However, in practice, the implementation of women’s empowerment in Surya Indah Village still faces several obstacles, such as limited village budget, low human resource capacity, and the persistence of patriarchal cultural values that influence the level of women’s participation in village development activities. Based on these conditions, the research problems of this study are: how the implementation of women’s empowerment carried out by the Village Head of Surya Indah in 2024– 2025 is conducted, and what supporting and inhibiting factors influence the implementation of the empowerment programs. The purpose of this study is to analyze the women’s empowerment strategies implemented by the Surya Indah Village government, to identify the challenges encountered in their implementation, and to assess their impact on improving women’s welfare in the village. This research employs an empirical legal research method with a qualitative approach. Data were collected through in-depth interviews with the village head, village officials, members of women’s organizations, and women who participated in empowerment programs. In addition, documentation studies were conducted by examining official village documents, activity reports, and village development planning documents. The results show that the implementation of women’s empowerment in Surya Indah Village is carried out through several programs, including skills training such as handicraft production, productive agricultural activities, access to productive economic enterprises, and educational and counseling activities regarding gender equality. These programs are largely funded through the Village Revenue and Expenditure Budget (APBDes) as part of community empowerment– based village development policies. Nevertheless, the implementation of these programs still faces iv several challenges, including limited human resources, inadequate supporting facilities and infrastructure, and persistent cultural stereotypes that restrict women’s roles in economic activities and decision-making processes at the village level. From the perspective of the Village Law, the implementation of women’s empowerment in Surya Indah Village reflects the principles of community participation and development based on local needs. However, stronger coordination between the village government, the sub-district government, and village community institutions is still required to ensure the effectiveness and sustainability of these programs. This study concludes that the implementation of women’s empowerment in Surya Indah Village has contributed positively to increasing women’s roles in family economic activities and raising community awareness regarding the importance of gender equality. However, the success of these programs still requires policy innovation and the strengthening of village institutional capacity to overcome existing structural barriers. Therefore, it is recommended that women’s empowerment programs be systematically integrated into village development planning documents, particularly the Village Medium-Term Development Plan (RPJMDes) for the 2024–2025 period, in order to ensure the sustainability and inclusiveness of village development.
