Abstract
The problem of drug abuse in Indonesia, particularly among children and adolescents, remains complex and alarming. Internal and external factors, weak family supervision, and high drug trafficking encourage youth involvement. This situation demands an active role from the police, the community, and families in efforts to combat drug abuse within the jurisdiction of the Indragiri Hilir Police. This research addresses the following core questions: What are the factors contributing to drug abuse by children within the jurisdiction of the Indragiri Hilir Police and what efforts are the police making to address drug abuse by adolescents within the jurisdiction of the Indragiri Hilir Police? The purpose of this research is to determine the results of the research problem formulation. This legal research employs a survey (observational research). This research method aims to examine current legal issues through field data collection, categorization, and data processing. Data are then analyzed to examine the reality of legal implementation in society, thereby obtaining a comprehensive picture and research results. The results of the study show that drug abuse by children in the jurisdiction of the Indragiri Hilir Police is influenced by internal and external factors. Internal factors include high curiosity, immaturity in decision-making, and the desire to be recognized in the social environment. External factors include the influence of peer groups, lack of supervision and communication within the family, and the influence of the media and social environment. Based on interviews with the police, most of the children involved are students and are mostly users. Countermeasures are carried out through preventive, repressive, and rehabilitative approaches, as well as Restorative Justice, involving families, schools, communities, and related agencies in order to restore the children's condition and prevent the recurrence of drug abuse in the future.
