Abstract
Narcotics trafficking refers to all activities related to the distribution or circulation of narcotic substances, whether for medical services, scientific research and development, or illegal purposes. Narcotics crimes are categorized as serious offenses due to their widespread impact on society, particularly on the younger generation in Indonesia. Narcotics abuse is defined as the unlawful use of such substances in violation of legal provisions and not intended for medical purposes. Therefore, criminal liability for offenders is necessary as part of law enforcement efforts. In addition, the role of the community is crucial in supporting the eradication of narcotics, considering that this issue remains a serious problem in Indonesia. Within the jurisdiction of the Dumai Police Resort (Polres Dumai), the circulation of methamphetamine (sabu) has become a significant concern that requires special attention. This study focuses on the factors causing the distribution of methamphetamine and the efforts made by the police to overcome it. The main issues examined in this research are the factors contributing to the circulation of methamphetamine within the jurisdiction of Polres Dumai and the law enforcement efforts undertaken to address it. The method used in this study is empirical legal research, which aims to understand how Polres Dumai operates in combating methamphetamine distribution to ensure public safety and security. This research employs a descriptive-analytical approach, aiming to provide a comprehensive, accurate, and in-depth overview of the efforts to control the circulation of methamphetamine within the jurisdiction of Polres Dumai. The results indicate that efforts to combat methamphetamine trafficking in Dumai have been carried out through preventive, repressive, and rehabilitative measures. In repressive actions, Polres Dumai actively conducts arrests, investigations, and inquiries into narcotics abuse cases while adhering to the applicable legal provisions, particularly Law Number 35 of 2009 concerning Narcotics. However, several obstacles are encountered, especially cultural barriers, including low public legal awareness, permissive attitudes toward narcotics, and the lack of active community participation in reporting and preventing narcotics abuse.
