Abstract
Social security is a fundamental right of all citizens; however, its fulfillment in the form of employment social security protection in Pekanbaru City has not yet been fully optimized. The main challenges include the low participation rate in the BPJS Employment program, weak inter-agency coordination, and limited understanding among workers regarding the benefits and importance of employment social security. These conditions indicate a gap between national regulations, particularly Presidential Instruction Number 2 of 2021, and the effectiveness of its implementation at the local level. This study aims to examine the implementation outcomes of Presidential Instruction Number 2 of 2021 on the Optimization of Employment Social Security in Pekanbaru City. This research employs a qualitative approach, utilizing data collection techniques such as interviews, observations, and documentation. Data analysis refers to Merilee S. Grindle’s policy implementation theory, which assesses two main dimensions: the content of policy and the policy environment. The findings indicate that the implementation of Presidential Instruction Number 2 of 2021 in Pekanbaru City has not been optimal. From the policy content aspect, the local government has developed supporting regulations and allocated budgets for the protection of vulnerable workers. However, limited resources and uneven policy benefits remain significant obstacles. From the policy environment aspect, synergy and coordination among institutions have not functioned effectively, accompanied by low employer compliance and limited understanding of employment social security among informal workers. Therefore, continuous public outreach, adequate budget allocation, and strengthened crosssector coordination are required to ensure effective and sustainable policy implementation.
