Abstract

The purpose of this research is to analyze the strategy of the Head of Organization Division of Dumai City Regional Secretariat in improving the quality of Government Agency Performance Reports in 2024 and to identify the supporting and inhibiting factors. The research type is qualitative. Data collection techniques include interviews and data analysis in this research uses interactive data analysis techniques developed by Miles Huberman. The research results show that the implemented strategy encompasses five stages: establishing specific objectives with targets for improving AKIP evaluation scores, environmental analysis that identifies strengths in the form of leadership support and formal legitimacy as well as weaknesses in competency disparities among working unit and information system limitations, direction setting through three strategic priorities (template standardization, human resource capacity building, and review strengthening), action implementation through tiered coaching and multi-channel coordination, as well as continuous learning mechanisms with routine quarterly evaluations. Supporting factors include strong leadership commitment, authority legitimacy through Mayor's Decree, inter-regional learning networks, and regulatory clarity. Meanwhile, inhibiting factors include variations in understanding and commitment among working units, limited specialized human resources for SAKIP, manual information systems, and organizational culture that is still oriented toward formality. This research recommends the need to strengthen strategy integration with broader strategic planning documents, develop systematic knowledge management systems, accelerate LKIP publication on official websites, and implement clear reward and punishment mechanisms to encourage commitment from all working units.
