Abstract

his study aims to analyze the effectiveness of the Eraterang application system in improving the quality of public services at the Class IB Pelalawan District Court. The theory used is Effectiveness according to Sutrisno: Program Understanding, Targeted, Timely, Achieved Goals and Real Change. The research method used is descriptive qualitative, with data collection techniques through interviews, observation, and documentation. Research informants include the Chairman of the Pelalawan District Court, Court Clerks, Junior Legal Clerks, PTSP Legal Clerk Office officers, and service users. Data analysis was carried out by data collection, data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of Eraterang has not been fully effective based on five indicators: program understanding, targeted, timeliness, achieved goals, and real change. Limited digital literacy, uneven socialization, and technical constraints cause people to still come directly to the office. The service process is also not fully digital because it has not been integrated with other agencies and the absence of electronic signatures, resulting in delays and duplication of work. Nevertheless, Eraterang has had a positive impact in the form of increased transparency, ease of application monitoring, and increased user satisfaction. Inhibiting factors include low public understanding, a preference for manual services, unstable application infrastructure, and suboptimal system integration. This study recommends increased public education, more extensive outreach, the implementation of electronic signatures, data integration between agencies, and the development of application features to ensure fully digital and more effective services.
