Abstract

The phenomenon of juvenile delinquency is one of the social problems that requires serious attention from both the government and society. Children involved in deviant behaviors such as theft, fighting, drug abuse, or other violations of the law need proper rehabilitation approaches to help them return to positive behavior and reintegrate into their social environment. This study aims to analyze the effectiveness of the rehabilitation and guidance programs for juvenile delinquents at the Technical Implementation Unit of Social Services Marsudi Putra (UPT PSMP) Tengku Yuk, Department of Social Affairs of Riau Province. This research uses a qualitative descriptive approach with data collection techniques including interviews, observations, and documentation involving the rehabilitated children, their families, and social workers at UPT PSMP Tengku Yuk. The results show that the guidance programs provided by UPT PSMP include formal education, vocational training such as automotive mechanics, welding, carpentry, and culinary arts, as well as mental and social counseling. In terms of goal achievement, most children experienced positive behavioral changes, although some reverted to delinquent acts after leaving the facility. The integration aspect reflects cooperation among the UPT, families, and external institutions, but it remains suboptimal due to limited coordination and resources. The adaptation aspect is seen in the institution’s efforts to adjust rehabilitation methods to suit each child’s characteristics, although it has not yet reached full effectiveness. Overall, the rehabilitation programs at UPT PSMP Tengku Yuk are considered fairly effective but still require improvement in individualized approaches, post-rehabilitation supervision, and stronger cross-sector collaboration to ensure the sustainability of social rehabilitation outcomes for juvenile delinquents.
