Abstract

This study examines the implementation of the Merit-Based Scholarship Policy aimed at improving the quality of human resources in Chrang Chomres, Phnom Penh, Cambodia. The purpose of this research is to analyze how the scholarship program for high-achieving students from low-income families is carried out and to assess its effectiveness in supporting human resource development in the region. Using a qualitative research method, data were collected through interviews with key informants involved in the policy implementation. The findings indicate that although the scholarship policy has been implemented, its execution has not yet reached optimal effectiveness. Based on George C. Edward III’s policy implementation framework, several challenges remain across the dimensions of communication, resources, disposition, and bureaucratic structure. Communication regarding the scholarship program has not been disseminated comprehensively, resulting in limited student awareness of its procedures and objectives.Additional obstacles arise from limited technical capacity among program implementers, the absence of an integrated digital data system, weak monitoring and evaluation mechanisms, and geographical constraints that delay the distribution of information and data verification processes. These challenges collectively reduce the program’s effectiveness in reaching all eligible highachieving students. The study concludes that improving communication strategies, increasing human resource capacity, strengthening bureaucratic structures, and enhancing monitoring systems are essential for maximizing the policy’s impact. Strengthened government commitment, student proactiveness, and active community involvement are also crucial to ensuring that the merit-based scholarship program effectively contributes to the enhancement of human resource quality in Chrang Chomres.
