Abstract
ood security is a strategic issue for society welfare and regional economic stability. In Riau Province, food production has declined by an average of -9.14% per year, while demand has increased by 1.27% per year. This situation has led to a food deficit of 319,834 tons in 2024. This study aims to analyze the distribution of food security levels, identify factors that influence food security, and formulate strategies to improve food security in Riau Province. The quantitative approach was used in the study with secondary data. Food Security and Vulnerability Atlas (FSVA) was used for data analysis through three pillars: food availability, access, and utilization. Analysis of factors affecting food security was carried out using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method by SmartPLS 4.0 software. The results of the study show that Riau Province's food security in 2024 will be in the Very Food Secure category with a composite index of 97.79, but its security is not yet evenly distributed across the region. There are disparities between regions, with Indragiri Hulu and especially the Meranti Islands being the regions with the lowest food security due to weak aspects of food availability and access. Conversely, cities such as Pekanbaru, Bengkalis, and Siak show stronger achievements thanks to high scores in the dimensions of food access and utilization. SEM-PLS analysis shows that the three variables (food availability, access, and utilization) have a significant effect on food security. The model explains 86.10% of the variation in food security, so it can be used as a basis for strategy development. The most influential factor on food security is the dimension of food utilization with a coefficient of 0.546, followed by food availability (0.313), while food access has a negative effect (-0.223). The most dominant indicator is the average length of schooling for women over 15 years of age, which confirms the importance of education and nutrition literacy in strengthening food security. The strategy to improve food security in Riau Province is directed at strengthening food utilization through improving the quality of human resources, accompanied by efforts to increase production and diversify local foods, as well as improving access through infrastructure development and increasing people's purchasing power. Integrated and sustainable efforts in these three dimensions are key to achieving equitable and fair food security in Riau Province.
