Abstract

The Complete Systematic Land Registration Program (PTSL) is a national strategic policy implemented by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) aimed at providing legal certainty over land ownership rights for all Indonesian citizens. This program is designed to register all land parcels within an administrative area simultaneously to establish orderly land administration and reduce land disputes and ownership conflicts. This study aims to assess the progress and implementation of the PTSL program in Pangkalan Kerinci Kota Subdistrict, Pelalawan Regency, during the year 2024. This research adopts an empirical legal approach with a qualitative descriptive method. Data were collected through field studies involving interviews with officials from the Land Office and community members participating in the PTSL program, as well as the distribution of questionnaires to selected respondents. Secondary data were obtained from laws and regulations, literature, and official documents. Respondents were selected using a census method for land office personnel and purposive sampling for the community, with 100 participants from a total of 500 program beneficiaries. Data analysis was conducted qualitatively through data reduction, data presentation, and conclusion drawing. The findings reveal that the implementation of the PTSL program in Pangkalan Kerinci Kota Subdistrict has not been optimal. Out of the targeted 6,500 land ownership certificates in 2024, only 1,832 were successfully completed, representing approximately 28.18% of the target. The low achievement rate is attributed to several factors, including limited public awareness of the importance of land registration, concerns over tax obligations after certification, incomplete land ownership documents, and technical and administrative obstacles. Institutional coordination was also found to be ineffective, and the number of personnel at the Land Office was insufficient relative to the workload. These findings highlight the urgent need for a comprehensive evaluation of PTSL implementation strategies, particularly in terms of public education, institutional capacity strengthening, regulatory improvements, and the optimal use of digital technology. The study concludes that although PTSL is a strategic program for promoting legal certainty in land administration, it continues to face significant challenges that must be addressed through responsive, participatory, and locally adaptive policies.
