Abstract

Regional expansion in Indonesia aims to improve welfare and bring public services closer to the community, but in practice it often does not achieve the expected results. Ulu Sosa District, as a result of the expansion, is an important case study because it shows the gap between policy objectives in providing good services and real conditions on the ground, where people still face difficulties in accessing basic services such as health and population administration. This study aims to analyze the effectiveness and identify obstacles in the implementation of public services after the expansion of Ulu Sosa District. This study uses an empirical juridical approach with a descriptive qualitative method. Data collection was carried out through in-depth interviews, direct observations, and documentation studies which were then analyzed interactively to draw conclusions. The results of the study show that the effectiveness of public services has two sides: first, services are quite effective in terms of procedural innovation and interaction with the community, such as mobile service programs, bureaucratic simplification, and approaches that pay attention to local cultural values. However, on the other hand, services are still not optimal in the provision of essential basic services, which can be seen from the unavailability of health facilities (Puskesmas), limited population administration equipment, lack of human resources (HR), and damage to road infrastructure which are the main obstacles. The expansion of Ulu Sosa District has not fully achieved its main goal because various fundamental structural obstacles have not been overcome despite efforts to innovate services. This policy in practice focuses more on administrative aspects than functional, so it has not been able to realize quality and equitable public services for the entire community.
