Abstract

his research is entitled “The Role of the Village Head in Supervising the VillageOwned Enterprise (BUMDes) in Mekong Village, Tebing Tinggi Barat District, Kepulauan Meranti Regency.” The purpose of this study is to determine the role of the Village Head in supervising the Village-Owned Enterprise (BUMDes) “Mekong Lestari” and to identify the factors that hinder the supervision process. This study uses a qualitative descriptive approach. The research informants consist of the Village Head as the key informant, along with the Village Secretary, the Chairperson of the Village Consultative Body (BPD), the Director of BUMDes, and the community as supporting informants. Data were collected through in-depth interviews, observation, and documentation. The data analysis process includes data reduction, data presentation, and conclusion drawing. The results show that the Village Head has carried out his supervisory role in accordance with the stages of control proposed by T. Hani Handoko, namely: (1) setting performance standards, (2) determining performance measurement, (3) measuring implementation, (4) comparing implementation with standards and analyzing deviations, and (5) taking corrective actions when necessary. The Village Head acts as an advisor, supervisor, and facilitator in ensuring the smooth operation of BUMDes. However, the implementation of supervision has not been fully effective due to several obstacles, including limited human resources, low community participation, and weak coordination and reporting systems among BUMDes management. The conclusion of this study indicates that the Village Head has performed his supervisory function toward BUMDes Mekong Lestari, but improvements are needed to enhance its effectiveness.
