Abstract

This study aims to analyze and describe the role of the village government in improving development in Pulau Palas Village, Tembilahan Hulu Sub-district, Indragiri Hilir Regency. The indicators used in this research cover three main aspects: planning, implementation, and supervision of village development. The research method employed is a qualitative descriptive approach, with data collection techniques including observation, interviews, and documentation. The informants consisted of village officials and community members directly involved in development activities. The results of the study indicate that the role of the village government in promoting development in Pulau Palas Village has been implemented fairly well, though not yet fully optimal. Several development programs, particularly in infrastructure, have not been fully realized as planned. This is influenced by the low level of community involvement in village development discussions related to the preparation of the Village Government Work Plan (RKP Desa), as well as limited public understanding of the overall planning and management process of village development. Therefore, stronger cooperation between the village government and the community is needed to optimize the village government's role in promoting equitable and sustainable development.
