Abstract

The government has a responsibility to provide excellent service to all its citizens. The government implements the Regulation of the Minister of Home Affairs Number 72 of 2022 as the legal basis for the implementation of Digital Population Identity (IKD). The purpose of the study was to analyze the implementation of digital population identity issuance services at the Population and Civil Registration Office of Pekanbaru City. This type of research is field research and data collection is obtained through interview techniques by obtaining information and opinions from research subjects. The results of the study show that the implementation of Digital Population Identity (IKD) issuance services at the Population and Civil Registration Service (Disdukcapil) of Pekanbaru City shows that although there are significant efforts to increase community participation in IKD activation, there are still challenges that affect the implementation of this policy. Based on interviews with related officials, it can be concluded that the socialization process carried out by the government is quite good, but the low level of public awareness and limited access to technology (such as unstable internet) are the main obstacles in the implementation of this policy.
