Abstract

PTPN IV Sei Pagar is a state-owned enterprise (BUMN) engaged in oil palm plantation activities, ranging from cultivation to processing. The company’s profitability is strongly influenced by the level of production generated. However, over the past five years, the productivity of oil palm at PTPN IV Sei Pagar has shown instability and remains below the maximum potential that could be achieved. Current productivity levels are still far from the optimal land capacity, which ideally can reach approximately PPKS 33-35 tons/ha/year. This study aims to analyze: (1) the characteristics of PTPN IV Sei Pagar; (2) the dominant factors influencing oil palm productivity; and (3) the levels of technical efficiency, allocative efficiency, and economic efficiency in the use of production inputs at PTPN IV Sei Pagar. The research location was selected purposively, considering that PTPN IV Sei Pagar is a large-scale state-owned plantation company. The data used consist of cross-section data from the entire population in 2023. The analytical methods applied include descriptive analysis and quantitative analysis using the Cobb-Douglas production function, along with technical, allocative, and economic efficiency assessments. The results indicate that the dominant factors significantly affecting productivity are seeds (0.27), MOP fertilizer (0.11), borate fertilizer (0.43), glyphosate herbicide (0.01), and labor (0.01), with significance values of < 0.05. Technical efficiency shows that the use of production inputs is relatively good, with efficiency values approaching zero. Allocative efficiency is achieved only for methyl herbicide (1.23), while other inputs remain inefficient. Economically, the use of seeds, fertilizers, and labor has reached an efficient level with efficiency values close to zero.
