Abstract

Indonesia, as an archipelagic nation with vast territorial waters, faces a high level of vulnerability to transnational crimes, particularly narcotics smuggling. The strategic location of the Malacca Strait as an international shipping route is frequently exploited by drug syndicates to transport narcotics into Indonesia. The Meranti Islands, situated between Sumatra and the Malacca Strait, have become one of the critical points often used as an entry route for drug trafficking activities. Narcotics entering through this region are typically distributed to major cities across Sumatra, posing a serious threat to public security and order. In this context, the Narcotics Investigation Unit (Satresnarkoba) of the Meranti Islands Police plays a strategic role in conducting prevention, monitoring, and law enforcement efforts to break the chain of narcotics distribution. The commitment and optimization of Satresnarkoba’s performance are crucial in suppressing illicit drug circulation and preventing its negative impacts on the younger generation and national security. This research is motivated by the high prevalence of narcotics distribution within the jurisdiction of the Meranti Islands Police, which is influenced by various internal and external factors. The research problems include: (1) identifying the factors that contribute to narcotics distribution in the jurisdiction of the Meranti Islands Police, and (2) analyzing the efforts made by the Narcotics Investigation Unit in combating such distribution. This study employs a sociological or empirical legal research method (observational research) using field surveys. The research is descriptive-analytical in nature, utilizing primary and secondary data obtained through observation, interviews, and documentation. The data were analyzed using an inductive approach. The findings indicate that the factors contributing to narcotics distribution within the jurisdiction of the Meranti Islands Police include economic conditions, strategic geographic characteristics prone to smuggling, and limitations in police resources and budget. Efforts undertaken by Satresnarkoba Polres Kepulauan Meranti to combat narcotics distribution consist of three main approaches: pre-emptive efforts through socialization and education, preventive efforts through land and maritime patrols, and repressive efforts through law enforcement and arrest of perpetrators.
