Abstract

Infrastructure development at the village level is one of the key factors in promoting economic growth, improving community welfare, and ensuring equitable development across regions. This study aims to analyze the role of the village government in infrastructure development in Muara Basung Village, Pinggir District, Bengkalis Regency. The study focuses on three main roles of the village government: as a modernizer, pioneer, and executor of development, while also identifying the inhibiting factors faced in the implementation of village infrastructure development. This research uses a qualitative approach with data collection techniques through field observations, in-depth interviews with village government officials and local residents, and documentation. The data were analyzed descriptively to portray the village government’s roles in a real and practical context. The results of the study indicate that the Muara Basung Village Government actively acts as a modernizer by introducing new technologies and methods in development, as a pioneer by initiating various road, bridge, and public facility development programs, and as an executor by coordinating resources, preparing development plans, and supervising the implementation of infrastructure projects. However, these roles still face several obstacles, such as limited budget, uneven capacity of village apparatus human resources, and low community participation in planning and monitoring development. This study concludes that optimizing the role of the village government is essential to accelerate infrastructure development in Muara Basung Village. The village government is expected to enhance the capacity of its apparatus, strengthen community participation, and establish synergistic cooperation with the district government and private sector to achieve sustainable and equitable village development.
