Abstract

This study aims to identify and analyze the role of the Village Government in the development of human resources (HR) in Tengganau Village, Pinggir SubDistrict, Bengkalis Regency. Human resource development is a crucial aspect of village development as it involves improving the quality of the community in terms of education, skills, and social participation. This study employs a qualitative approach with data collection techniques such as interviews, observations, and documentation. The research informants consist of the Village Head, Village Secretary, Head of the Village Consultative Body (BPD), Head of Government Affairs, and six local community members. The results indicate that the Tengganau Village Government has played its role in five key aspects: as a stabilizer, innovator, modernizer, pioneer, and implementer. The village government contributes to maintaining social stability, initiating training programs based on local potential, encouraging the use of technology in public services, becoming a pioneer in community empowerment activities, and directly implementing capacity-building programs for the residents. However, several obstacles remain, such as limited human resource capacity within the village apparatus, insufficient funding, and a lack of public awareness regarding the importance of human resource development. This study concludes that the role of the Tengganau Village Government is quite strategic and influential in shaping a self-reliant, knowledgeable, and productive village society, although further improvements are needed in planning, community participation, and crosssectoral support.
