Abstract

The purpose of this research is to analyze the implementation of the Government Internal Control System (SPIP) at the Regional Inspectorate of Dumai City and identify the inhibiting factors. The research type is qualitative. Data collection techniques include interviews and data analysis in this research uses interactive data analysis techniques developed by Miles Huberman. The research results show that the implementation of SPIP at the Regional Inspectorate of Dumai City has not been optimal based on indicators of communication, resources, disposition, and bureaucratic structure. From the communication aspect, socialization has been conducted but has not been evenly distributed and is general in nature, causing gaps in understanding. From the resource aspect, there are limitations in training and budget allocation that are not yet optimal for employee capacity development. From the disposition aspect, leadership commitment is strong but has not been followed by equal commitment at the implementer level. From the bureaucratic structure aspect, there are weaknesses in the availability of technical SOPs and inter-unit coordination. The main inhibiting factors are the lack of equitable training and technical guidance as well as low employee awareness of the importance of SPIP. This research recommends the need for comprehensive training, special budget allocation, improvement of socialization methods, creation of technical SOPs, formation of coordination teams, and strengthening of reward and punishment systems implemented gradually with continuous evaluation.
