Abstract

The number of child smokers in Indonesia has been increasing annually. In 2013, the number reached 7.20%, then rose to 8.80% in 2016, then rose again to 9.10% in 2018, and further increased to 10.70% in 2019. If left unchecked, the number of child smokers is likely to continue to rise, reaching 16% by 2030. The main problem in this study is the form of legal protection for consumers in the circulation of illegal cigarettes in Pekanbaru City and the obstacles to consumer protection against the circulation of illegal cigarettes in Pekanbaru City. In this case, this type of research is empirical legal, using empirical facts from human behavior, including recordings and physical evidence. Empirical facts from human behavior include directly observed behavior and verbal conversations obtained through interviews. Legal protection for consumers from the circulation of illegal cigarettes in Pekanbaru City is currently hampered by minimal oversight by the Directorate General of Customs and Excise, low legal awareness among small traders, and a lack of public participation. To overcome these obstacles, integrated efforts are needed through increased raid frequency, education regarding the differences between legal and illegal cigarettes in accordance with the Consumer Protection Law, and a firm halt to distribution. Through synergy between the government, businesses, and the public in suppressing these health-harming sales practices, it is hoped that legal certainty and more effective consumer protection will be created in the future. cigarette traders.
