Abstract

his study aims to analyze the performance of Daily Contract Employees (Tenaga Harian Lepas/THL) at the Technical Implementation Unit (UPT) 1 of the Public Works and Spatial Planning Office of Riau Province and to identify the factors inhibiting their performance. This research employs a qualitative descriptive approach, with data collected through interviews, observations, and documentation involving THL employees and Civil Servants (ASN). The results indicate that the performance of THL employees is generally adequate in terms of work quality, quantity, reliability, competence, and work attitude; however, it has not yet been optimal due to unbalanced workloads, limited time, lack of training, and the frequent delegation of ASN duties to THL employees. Therefore, improvements in task distribution and employee development are needed to enhance the performance of THL employees in supporting the operational activities of UPT 1 of the Public Works and Spatial Planning Office of Riau Province.
