Abstract
The village government plays a neutral role in resolving community land conflicts through a spokesperson. Furthermore, internal and external factors influence land conflict resolution. Other measures to resolve land disputes include filing complaints, presenting the disputing parties, collecting data, mediating, and pronouncing decisions. To strengthen the resolution, a local court must also be held. In the Koto Aman Village community, when land ownership disputes arise, villagers typically report the dispute to the village government for resolution. This is done if amicable resolution cannot be reached. This approach is also used to avoid undesirable consequences. As we know, when emotions become uncontrollable, anything can be done. The purpose of this study is to analyze agrarian conflict, a case study of land rights disputes in Koto Aman Village, Kampar Regency, and its inhibiting factors. The research method used was qualitative, with data collected through interviews, observation, and documentation. The results of the study indicate that the Village Head's role as a mediator in resolving land disputes in Koto Aman Village, Tapung Hilir District, was carried out in accordance with his authority as village leader and as part of the village government through mediation using a traditional or familial approach. Supporting factors in the dispute resolution process include good coordination between the government and residents through communication that prioritizes familial principles. Close social relationships between the village head and the community also play a significant role in dispute resolution, as well as the support of traditional leaders. Inhibiting factors in dispute resolution include the lack of valid land ownership documents, which hinders consensus, a lack of good faith from the disputing parties, and the provocative role of individuals within the community.
