Abstract

This study aims to analyze the development strategy of Deer Lake Tourism in Batu Bersurat Village, XIII Koto Kampar District, by the Kampar Regency Tourism and Culture Office and identify inhibiting factors in its implementation. This study used a qualitative approach with descriptive methods. Data collection techniques were conducted through interviews, observation, and documentation with informants consisting of officials from the office, management, community members, and visitors. The results indicate that the development strategy implemented includes developing natural-based tourist attractions, improving accessibility, providing supporting facilities, strengthening tourism promotion, and involving the village government and community through tourism awareness groups (Pokdarwis). However, the implementation of this strategy has not been optimal. This is evident in the less-than-optimal packaging of tourist attractions, limited road access, minimal transportation, and inadequate facilities such as restrooms, parking areas, and cleanliness management. Furthermore, additional services such as tourist information centers, security systems, and communication networks are also limited. Inhibiting factors in the development of Deer Lake Tourism include budget constraints, a lack of professional human resources, suboptimal coordination between stakeholders, and low community participation in tourism management. Therefore, a more integrated, sustainable, and locallybased development strategy is needed so that Deer Lake Tourism can develop into a leading destination in Kampar Regency.
