Abstract
This study aims to determine how parental communication strategies prevent sexual abuse of elementary school children in Ujungbatu District, Rokan Hulu Regency, Riau. The theory used is Charles R. Berger‟s communication planning theory, which explains how individuals interact with spesific goals and how they plan actions and conversations in daily interactions, this study adopts a qualitative approach, involving the biological parents of elementary school students as research subjects, who were selected through purposive sampling methods. Data were collected using techniques such as observation, in-depth interviews, and documentation. The findings indicate that communication strategies consist of three core components communication strategies employed by parents towards their children, namely, communication planning, comunication implementation, and communication evaluation. However, communication barriers were also found that parents experience when communicating with their children, as parents consider issues related to sexual abuse to be taboo to discuss, and there is a lack of the father‟s role in providing understanding about the prevention of sexual abuse to children. The conclusion is the communication strategy carried out by parents through three main stages, namely planning by determining the time and moment of delivering the message to the child, the implementation is by communicating directly with the child repeatedly and adjusting the way of delivery and the information given to the child, and evaluating communication to find out whether the communication that has been done by parents can be accepted and understood well by the child, through the response given by the child. Parents convey messages related to sexual abuse to their children by adjusting to the child‟s age, the childs condition, and repeatedly delivering the messages so that it can be understood by the child.
