Abstract

Pekanbaru continues to grow not only as a leading economic and service center in Sumatra, but also as a city with strong potential to develop into one of Indonesia’s creative hubs. Its strategic geographic position, rich Malay cultural heritage, and the expansion of various creative economy subsectors present significant opportunities for regional and national competitiveness. However, fully optimizing this potential requires a deeper examination of the strengths, weaknesses, opportunities, and challenges that shape the development of the city’s creative ecosystem. This study aims to assess Pekanbaru’s potential as a creative city by identifying the internal and external factors that influence its development based on three key parameters: the capacity of its creative economy, the presence of creative individuals and communities, and the broader environmental conditions that support innovation. A qualitative descriptive approach with a deductive method was employed. Data were collected through field observations, in-depth interviews with creative economy actors and relevant government institutions, as well as a review of supporting documents. The SWOT analysis framework was used to evaluate the three main dimensions of the creative city concept. The findings reveal that Pekanbaru hosts 16 out of 17 nationally recognized creative economy subsectors, supported by increasingly active creative communities and growing government attention toward digitalization and creative public spaces. Nevertheless, several challenges remain, particularly regarding facilities, the capacity of creative human resources, and the coordination of policies across institutions. Overall, the study concludes that Pekanbaru holds substantial potential to emerge as a nationally recognized creative city.
