Abstract

Tembilahan Hulu District in Indragiri Hilir Regency is one of the coastal areas with an average elevation of 0–3 meters above sea level, making it highly vulnerable to tidal flooding (banjir rob). The phenomenon of tidal flooding in this area occurs periodically with increasing intensity, causing economic losses, infrastructure damage, and a decline in the quality of life of the community. This condition requires appropriate adaptation strategies to minimize risks and losses. This study employs a qualitative method with the objective of identifying the community’s adaptation strategies in responding to tidal flooding and mapping the roles of the stakeholders involved. The analysis was carried out using a descriptive qualitative approach with the support of the Tribina framework. Data collection techniques included field observation, interviews, questionnaires, and document studies. Stakeholder mapping analysis was applied to identify key actors in the adaptation efforts, while descriptive analysis was used to elaborate on the forms of mitigation practiced by the community. The results reveal that the Regional Disaster Management Agency (BPBD) of Indragiri Hilir Regency and the Department of Housing and Settlement Areas hold strategic roles in addressing tidal flooding. The dominant adaptation strategies adopted by the community include the construction of embankments, the installation of retaining walls (turap), adjustment of daily activity schedules, diversification of livelihoods, and the establishment of disaster preparedness groups at the neighborhood (RT/RW) level. The spatial distribution map of affected areas indicates the highest concentration of inundation along the banks of the Indragiri River. These findings are expected to serve as a basis for formulating more integrated adaptation policies involving local government, stakeholders, and the community.
