Abstract

This research aims to analyze the form and effectiveness of bilateral cooperation between Indonesia and Malaysia in improving the quality of sago exports from Kepulauan Meranti Regency, Riau, during the period 2020–2022. The background of this research stems from the importance of sago as one of Indonesia's leading plantation products, which has high economic value and plays a significant role in international trade, particularly with Malaysia as the main export destination. Although Kepulauan Meranti Regency is the largest sago center in Riau Province, improving product quality and export sustainability still faces several challenges, such as limited processing technology, low farmer productivity, and fluctuating market demand. This research uses a descriptive qualitative method, collecting data thru literature studies, observations, and interviews with the Central Bureau of Statistics (BPS) of Kepulauan Meranti Regency and sago industry players. The analysis is conducted using a Liberalism perspective and the concept of International Cooperation to explain how the two countries built mutually beneficial relationships, particularly thru technology transfer, quality standard improvement, workforce training, and institutional support. The research findings indicate that IndonesiaMalaysia cooperation has a positive impact on improving the quality and value of sago exports, as evidenced by the increase in export volume in 2021 and the existence of programs for sago mentoring, processing, and quality standardization. However, this study also identifies barriers such as unhealthy trade competition, dependence on the Malaysian market, and weak supply chain coordination at the local level. Government efforts such as partnership facilities, international marketing, the opening of processing plants, and the launch of the superior sago variety Sagu Selat Panjang are important factors in driving sustainable export growth.
