Abstract
This study aims to analyze the supervisory function of the Regional House of Representatives (DPRD) of Bengkalis Regency in the construction of houses of worship in Bathin Solapan District. The research focuses on three main indicators of supervision, namely (1) compliance with standards, (2) conformity of implementation, and (3) corrective actions. The study is motivated by the crucial role of the DPRD as a representative institution in ensuring that the development of houses of worship is carried out based on the principles of fairness, transparency, and equality among religious communities. This research employed a descriptive qualitative approach, using in-depth interviews, observations, and document analysis as data collection techniques. The key narasumberts included the Chairperson of the DPRD Bengkalis, members of Commission I of the DPRD, the Head of Bathin Solapan Village, the Village Consultative Body (BPD), and local community leaders. Data were analyzed through three stages: data reduction, data presentation, and inductive conclusion drawing. The results indicate that the supervisory function of the DPRD of Bengkalis Regency in the construction of houses of worship has been implemented but remains suboptimal in substance. Regarding compliance with standards, supervision has been conducted administratively through meetings and report evaluations, yet lacks comprehensive field verification. In terms of conformity of implementation, it was found that the construction of houses of worship has not fully aligned with regional development plans and local community needs due to weak inter-agency coordination and limited community participation. Meanwhile, corrective actions have been taken through recommendations to the executive branch, but their implementation remains ineffective because of the absence of measurable indicators and follow-up mechanisms. In conclusion, the DPRD’s supervisory function still faces challenges in institutional capacity, coordination, and participatory engagement. Therefore, it is necessary to strengthen performance-based monitoring systems, enhance the technical and ethical competence of DPRD members, and establish participatory supervision forums involving local governments and communities to ensure that the development of houses of worship proceeds transparently, accountably, and equitably.
