Abstract

Two violations were found in the 2024 election in two sub-districts in Kuantan Singingi Regency: Taluk Kuantan and Benai. These violations have been handled by the regency-level Election Supervisory Agency (Panwaslu). To determine the role and obstacles and challenges faced by the Kuantan Singingi Regency Bawaslu in overseeing the neutrality of civil servants in the 2024 General Election, this study employed qualitative research methods with descriptive and inductive approaches. This study utilized Role Theory (Soekanto, 2002). The Normative Role of Bawaslu Kuantan Singingi Regency in supervising ASN Neutrality has been carried out well. Factual Role Regarding prevention Bawaslus has carried out in accordance with the provisions that have been determined firstly prevention is carried out where prevention. Ideal Role Based on the implementation of the election has been running well in accordance with existing provisions, it can be concluded that the role of Bawaslu has been carried out well. The obstacles encountered in the implementation of Bawaslu Kuantan Singingi Regency's Role in Handling ASN Neutrality Violations in the 2024 Election are as follows: The work area is quite large and limited personnel cause Bawaslu's supervision to be less than optimal, Bawaslu cannot give direct sanctions to ASN due to the lack of strong existing regulatory provisions, Then sometimes ASN also needs information about the election so that there are several ASN who are found at the campaign location but cannot be followed up because there is insufficient evidence as a violation.
