Abstract

This study aims to evaluate the implementation of the Integrated District Administration Services (PATEN) in Tembilahan District, Indragiri Hilir Regency, and to identify the obstscles encountered in its execution. The research method used is descriptive qualitative, with data collected through interviews, observation, and documentation. The informans consisted of the District Head (Camat), the head of Integrated Services, staff operators, and community members who received the services. Data analysis employed William N. Dunn’s evaluation theory, which includes six indicators: Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy.The results show that PATEN services in Tembilahan District have been carried uot fairly well, marked by faster service, a friendly approach, and ease of administrative prosesses. Howevwe, several challenges remain, such as incomplete application documents submitted by the community, lack of discipline among staff regarding service hours, and the presence of unofficial fees that cause discomfort. It is recommended that the sub-district government improve the discipline of its officials, strengthen supervision of service procedures, and provide more intensive outreach to the community in order to continuously enhance the quality of PATEN services.
