Abstract

This study aims to evaluate the role of the Technical Implementation Unit (UPT) of the Department of Transportation in addressing traffic congestion on Jalan Sudirman, Duri, Mandau District, Bengkalis Regency. The increasing number of vehicles and the limited availability of parking areas in this location have triggered severe congestion, particularly around the Mandau Bridge area. This research employed a qualitative descriptive approach, using interviews, field observations, and documentation. The informants consisted of UPT Parking officials, police officers, business actors, and road users.The findings reveal that the role of the UPT Parking Unit remains suboptimal, particularly in supervising and enforcing regulations against illegal parking. Respondent 2 emphasized that the main factor causing congestion is the weak supervision of onstreet parking and the lack of strict enforcement of sanctions. In addition, limited infrastructure and low public awareness regarding parking regulations further exacerbate traffic conditions. Efforts carried out by the UPT Parking Unit, such as the arrangement of parking points, the implementation of official retribution, and coordination with related agencies, have not yet produced a significant impact.In conclusion, the role of the UPT Parking Unit needs to be strengthened through improved supervision quality, stricter law enforcement, and continuous public socialization to create a more orderly parking system and reduce traffic congestion.
