Abstract

This study was conducted with the aim of evaluating the performance of the Riau Province PUPRPKPP Office in implementing the repair and construction of interprovincial roads in Rokan Hulu. This aims to determine whether the performance of the Riau Province PUPRPKPP Office is in line with the meaning contained in the Minister of PUPR Regulation Number 6 of 2022 concerning the planning and programming of public works infrastructure and public housing. The method used in this study is descriptive qualitative and analyzed using a descriptive approach. The theory applied in this study is William N. Dunn's evaluation theory, which has indicators including effectiveness, efficiency, adequacy, equity, and accuracy. Data were collected through interviews with the head of the highway section and the head of the UPT section, as well as interviews with drivers to obtain different perspectives. The results of the study indicate that the performance of the Riau Province Public Works, Spatial Planning, Housing, Residential Areas, and Land Office in the development of provincial road infrastructure in Rokan Hulu Regency in 2024 is not fully optimal in terms of responsiveness and accuracy. Although this performance is quite good, there are still shortcomings in the aspects of effectiveness, efficiency, adequacy, and equity that need to be improved. Therefore, it is necessary to increase institutional capacity, budget allocation, improve road quality, better supervision, and equalize the development and repair of inter-provincial roads in Rokan Hulu Regency.
