Abstract

The food security program has not yet contributed to the community in farmer groups in the village, so there are still villages that have not participated in the program. In Kesumbo Ampai Village, the food security program has not been fully distributed to livestock groups, so there are several livestock groups that do not participate. The implementation of the livestock food security program cannot be separated from the interests that influence it, the type of benefits, the level of expected change, the location of decision-making, the program implementers, the resources used, the strength, interests and strategies of the actors involved, the institutional characteristics of the ruling regime and the level of compliance so that the program is implemented well. The aim of this research is to determine the inhibiting factors in implementing the livestock food security program in Kesumbo Ampai Village, Bathin Solapan District, Bengkalis Regency, The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The discussion shows that the implementation of the Livestock Food Security Program in Kesumbo Ampai Village has not been carried out optimally, this is because coaching, training and supervision have not been carried out. Conclusion: The implementation of the livestock food security program in Kesumbo Ampai Village has not been optimal due to the lack of socialization carried out by the village head to invite the community to join farmer groups, the lack of community participation in the implementation of the food security program and the lack of land for livestock feed so that sometimes program implementers have difficulty finding it. The researcher's suggestion is that the Kesumbo Ampai village government and heads of community groups receiving the program carry out regular outreach to the community. Communities should increase their participation in implementing food security programs.
