Abstract

This study aims to determine the role of village heads in fostering community peace in Bukit Jaya Village, Ukui Subdistrict, Pelalawan Regency, as well as to identify factors that hinder its implementation. The research method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The research informants consist of village heads, village officials, and local communities selected purposively. The results showed that the village head's role in fostering community peace was carried out through counseling, guidance, and mentoring activities. The village head sought to create a safe, orderly, and harmonious environment by disseminating information, providing guidance on policies, and assisting the community. However, there are still obstacles in the fostering process, including the lack of information delivery from village officials to the community, the minimal use of media for information delivery, and the absence of special meetings to discuss peace. To overcome obstacles in fostering peace, village officials need to improve communication channels and establish a regular schedule for information delivery. The use of various communication media such as village WhatsApp, information boards, mosque loudspeakers, and social media also needs to be improved. Village heads are encouraged to hold regular special meetings on peace and security for evaluation purposes.
