Abstract

Drug abuse among children is a serious problem that not only threatens the future of the younger generation but also poses unique challenges for law enforcement. Children, as perpetrators of criminal acts, have a different legal standing than adults, and the protection of children's rights must always be prioritized. This study aims to analyze how law enforcement is implemented for children involved in drug abuse cases, as well as the obstacles faced by law enforcement officials in implementing restorative justice in accordance with the provisions of Law Number 11 of 2012 concerning the Juvenile Criminal Justice System (SPPA). The research method used is empiricial, with a observation, field approach and data obtaining. Data were obtained from literature reviews and interviews with law enforcement officials, such as police, prosecutors, and judges handling juvenile cases. The results indicate that law enforcement for children in drug abuse cases generally prioritizes a diversion and rehabilitation approach. However, law enforcement still faces various obstacles, such as a lack of child rehabilitation facilities, a lack of understanding of restorative justice principles by law enforcement officials, and public pressure to impose strict penalties. In conclusion, law enforcement against children in drug abuse cases must be carried out carefully, while prioritizing child protection and rehabilitation. Synergy between law enforcement agencies and child protection agencies is needed to ensure that the legal process is truly oriented toward the best interests of the child.
