Abstract

The implementation of the ticketing system at the Roro ferry terminal in Air Putih – Sei Selari still faces several issues, such as long queues during vehicle loading onto the ferry due to the use of sensor-based verification tools. Additionally, vehicle exit from the ferry is often delayed due to the e-ticketing system. Frequent collisions with the portal barriers occur as many people are not yet familiar with how the sensor system operates, causing the barriers to become inactive. Furthermore, passengers struggle to determine accurate departure schedules, leading to congestion of both people and vehicles. The implementation of the eticketing system also faces challenges during scheduled power outages in Bengkalis, as backup generators are not yet available. This study aims to examine and analyze the effectiveness of e-ticketing implementation at the Roro Ferry Terminal in Bengkalis. The research applies Mahmudi’s effectiveness theory, which includes three indicators: Goal Approach, Resource Approach, and Process Approach. A descriptive qualitative method is used in this study, with 10 informants, including the Head of the Transportation Department as the key informant. Data collection was conducted through interviews, and data analysis was performed using the Miles and Huberman technique. The findings indicate that the implementation of e-ticketing at the Roro Ferry Terminal in Bengkalis has not yet been fully effective. Several obstacles hinder the optimization of this system, including technical, social, policy, infrastructure, and human resource aspects. The introduction of the e-ticketing system at the Roro Ferry Terminal in Bengkalis is an innovative step toward improving efficiency and transparency in maritime transportation services. This system aims to reduce long queues, speed up ticket transactions, and enhance ticket management accuracy and accountability. However, the effectiveness of this implementation does not solely depend on the technology itself but also on various supporting factors, such as infrastructure readiness, human resource preparedness, and public acceptance.
