Abstract

Consumers, as parties with a weaker position in economic transactions, require legal protection to avoid being harmed, especially regarding princing information displayed by businesses. In practice, discrepancies are still found between shelf and cashier prices, as seen at Indomaret on Kaharuddin Nasution Street, Pekanbaru. Such discrepancies cause financial and psychological harm to customers and reflect noncompliance with applicable legal regulations. This research aims to examine the implementation of the Minister of Trade Regulation No. 35/M-DAG/Per/7/2013 on the display of traded prices and service tariffs, and to analyze the forms of legal protection provided to consumers against unlisted price discrepancies. The research uses an empirical approach through observation and interviews with consumers and businesses actors. The findings indicate inconsistencies between the shelf prices and those paid at the cashier. Legal protections for consumers include preventive measures such as the obligation for businesses to clearly and honestly display prices, and repressive measures through consumers complaints and legal sanctions for noncompliant businesses. In addition, store management is responsible for resolving such issues by offering product replacement or price adjustment. This study recommends stricter government oversight and increased consumer awareness to uphold their rights. Strong legal protection will foster a healthy, fair, and equitable trading ecosystem for all parties and enhance public trust in the modern retail system.
