Abstract

The evaluation of the implementation of the duties of the Head of the Neighborhood Association in assisting the duties of the Village Head is very important to ensure effective coordination, optimal public services, and the implementation of targeted village programs. Through evaluation, performance can be measured, obstacles identified, and the role of the Head of the Neighborhood Association as an extension of the village government in building participatory and responsive governance to the needs of residents can be enhanced. This study aims to determine the implementation of the duties of the Head of the Neighborhood Association in assisting the duties of the Village Head of Belading, Sabak Auh Sub-district, Siak Regency in 2023. The research type is descriptive with a qualitative method. The results of the study show that the implementation of the duties of the Head of the Neighborhood Association in assisting the duties of the Village Head in Belading Village, Sabak Auh Subdistrict, Siak Regency in 2023 has not been optimal. This is evident from the suboptimal performance of six key indicators: effectiveness, efficiency, responsiveness, accuracy, equity, and sufficiency. The main challenges faced include a lack of understanding of their duties by RT Chairpersons, leading to inaccuracies in service delivery, an imbalance between workloads and income received, and an overly extensive work area for RTs due to a mismatch between the number of RTs and RWs, limited capacity of RTs leading to inadequate support for the community, and weak coordination and updating of population administration data, which results in services not being fully equitable. Therefore, regular evaluations are essential, not only by the government at the higher levels but also at the lower levels, such as RT Chairpersons.
