Abstract

Since the pandemic, the lack of market demand and promotion due to restrictions on activities has caused the economy to decline. It is known that the lack of promotion is because many UMKM actors are not registered and have business licenses at the Pekanbaru City Industry and Trade Office (Disperindag). In addition, it is known that there is a decline in the development of UMKMs in the city of Pekanbaru where UMKM actors experience limited capital to the point of not having a business license which as a result makes it difficult for them to obtain Loan Fund Subsidy assistance from the government and the difficulty of distributing goods, which this has a great effect on the buyers themselves. In the thesis entitled " Implementation of Pekanbaru City Government's Support in Supporting Small and Medium Enterprises", the focus of the research is to find and explore data to answer the questions in the research, namely to find out the Implementation of Pekanbaru City Government Support in Supporting UMKM Development and the Obstacles of Pekanbaru City Government in Supporting UMKM Development. The method used to answer the problems mentioned above is to use the empirical legal research method which is a data collection technique, where researchers make observations directly to the object of research to see closely the activities carried out. Based on the results of the study, it is known that the Pekanbaru City Government's Support in Supporting the Development of UMKMs is with a Capital Assistance Program with a 0% Interest Subsidy and free NIB, PIRT, Halal and IPR Permit Management. This program is implemented quite well, but there are still many UMKM actors who have not been reached by the Pekanbaru City Cooperatives and UMKMs Office, so not all UMKM actors get socialization and training from the Pekanbaru City Cooperatives and UMKMs Office. The obstacle of the Pekanbaru City Government in supporting the development of UMKMs is the difficulty of reaching all UMKM actors who are not recorded, considering the very large population of UMKM actors and also UMKM actors mostly rent business premises, so that the place of business is not settled and often moves. This is what makes it difficult for the Pekanbaru City Government to reach all UMKM actors in the city of Pekanbaru. The large number of UMKMs that are not registered and do not have business licenses also cause socialization regarding the Capital Assistance Program with 0% Interest Subsidy and the Management of free NIB, PIRT, Halal and IPR Permits not to be fully implemented. The program that is not fully implemented causes the Pekanbaru City Government's efforts to support the development of UMKMs in the city of Pekanbaru not being implemented optimally.
