Abstract
Law enforcement in Indonesia follows the principle of legal sovereignty, where the imposition of criminal penalties is conducted through a thorough judicial process. In criminal justice, the correctional system is recognized as an integral part of the Criminal Justice System. The regulations on correctional institutions are outlined in Law, which explains about correctional. However, in its implementation, various challenges and obstacles often arise, such as threats that endanger the correctional process, sometimes leading to riots. Thus, a series of security measures that are both effective and efficient is needed, while still upholding human rights. Such a riot occurred at the Class IIB State Detention Center in Siak Sri Indrapura in 2019. Therefore, in-depth research was conducted to develop strategies for preventing riots to avoid recurrence. Using a qualitative method it was found that the Situational Crime Prevention approach helps reduce the risk of riots in detention centers. Situational Crime Prevention prevents riots by focusing on three main strategies: making efforts more difficult, increasing risks, and reducing provocation. Nevertheless, challenges remain, such as overcrowding, limited human resources, lack of attention to inmates' psychological well-being, and insufficient improvement in inmate rehabilitation programs.
