Abstract
This research aims to examine the role of the General Elections Commission (KPU) of Pekanbaru City in increasing the participation of first-time voters in the 2024 Simultaneous General Elections. First-time voters are a strategic group due to their significant number and unique characteristics as individuals voting for the first time. This study employs a descriptive qualitative method with data collected through interviews, observations, and documentation. The findings indicate that KPU Pekanbaru has carried out three main roles: the interpersonal role by building a positive image and persuasive approach to young voters, the informational role by disseminating election education through social media and direct outreach activities, and the decisional role in formulating strategies to increase participation. The main challenges include low political literacy, apathy among some young voters, and the negative influence of social media. This study recommends that KPU enhance innovative outreach strategies tailored to the characteristics of the younger generation to sustainably increase first-time voter participation.
