Abstract

This study analyzes household waste governance by the Environmental and Sanitation Agency (DLH) in Bengkalis Regency, with a case study in Bengkalis District. The research aims to evaluate the waste management system based on three governance indicators: (1) community participation, (2) government policies, and (3) waste management programs (including the implementation of 3R: Reduce, Reuse, Recycle). The study examines waste collection, transportation, processing, and disposal mechanisms, as well as the role of stakeholders in supporting sustainable governance. A descriptive quantitative approach is used, with data collected through surveys and field observations. The analysis focuses on the extent to which DLH’s policies and programs are implemented and the level of community involvement in waste management processes. The findings are expected to provide recommendations for strengthening waste governance, such as enhancing policy synergy, optimizing programs, and adopting participatory approaches to ensure sustainability. This study also highlights the critical role of local government in establishing a structured and accountable waste governance framework while fostering collaboration between DLH and the community. The results can serve as a reference for stakeholders in designing integrated waste management strategies for Bengkalis.
