Abstract

Village Facilitators have an important role in empowering village communities However, this is still an obstacle that often occurs in villages due to the lack of ability and response to the needs of village communities. The Kota Baru Village Facilitators have not played an active role in village progress, especially in empowering village communities to develop their abilities. The effectiveness of village assistants in community empowerment cannot be separated from involvement, consistency, adaptation and mission so that community empowerment activities can be carried out properly. The purpose of this study was to determine the inhibiting factors that affect the effectiveness of village assistant tasks in community empowerment activities in Kota Baru Village, Rakit Kulim District, Indragiri Hulu Regency. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The discussion of Village Facilitators in implementing empowerment for the Kota Baru Village community has not been carried out properly. This can be seen from the Village Facilitators not yet establishing closeness with the Village community in order to find out the form of empowerment that will be carried out. The results of the study indicate that village facilitators have not been effective in implementing village community empowerment activities. This is due to the lack of closeness between village facilitators and the community, so that community programs have not been right on target according to the needs of the village community, Village facilitators have not actively participated in every village deliberation activity because village facilitators tend to participate in activities in other villages and there have been no breakthroughs in the village community empowerment program plans, there are only breakthroughs from the community itself. The researcher's suggestion is that the Kota Baru Village assistants should be active in village deliberation activities so that they know the Village Development plan according to the needs of the Village, the Village Assistants should take training to improve their ability in planning village community empowerment, and the Village Assistants should approach the community to accommodate and provide input on the village community empowerment plan.
