Abstract
Indonesia, as a state based on law, affirms the supremacy of law as stipulated in Article 1 paragraph (3) of the 1945 Constitution. The development of social media provides many benefits but also creates new forms of crime, including online sexual harassment. This phenomenon has serious psychological and social impacts on victims, requiring effective law enforcement. Although the Electronic Information and Transactions Law (ITE Law) and Law No. 12 of 2022 on Sexual Violence Crimes (UU TPKS) provide a legal framework, implementation still faces challenges. Based on this, the study formulates two main problems how is law enforcement against perpetrators of sexual harassment through social media carried out by Sub-Directorate 5 of the Special Crime Unit at Riau Regional Police? and what are the obstacles in law enforcement against perpetrators of sexual harassment through social media at Sub-Directorate 5 of the Special Crime Unit at Riau Regional Police? The research method used is sociological legal research with a descriptiveanalytical approach. Primary data were obtained through interviews with officers of Sub-Directorate 5, while secondary data came from legislation, legal literature, and other references. Data were analyzed qualitatively by linking field findings with legal theories, particularly the theory of justice and the theory of law enforcement. The results show that law enforcement is carried out through the application of provisions under the ITE Law and the Pornography Law, and in some cases through restorative justice approaches. The main obstacles faced include the difficulty of collecting digital evidence that is easily manipulated, limited human resources with expertise in digital forensics, lack of adequate facilities and infrastructure, and weak inter-agency coordination. In addition, the prevailing legal culture in society, which often regards online harassment as trivial, further undermines the effectiveness of law enforcement. This study concludes that law enforcement at Sub-Directorate 5 of the Riau Police has been implemented but has not yet reached optimal effectiveness. Therefore, it is recommended that the government establish clearer regulations on online sexual harassment, enhance the capacity of law enforcement officers through digital forensic training, strengthen inter-agency coordination, and promote digital literacy among the public. These efforts are expected to create law enforcement that is more just, effective, and able to provide optimal protection for victims.
