Abstract

Aggravated theft is one of the most common criminal acts in society and creates public unrest because it is committed under certain circumstances that increase the severity of punishment, as regulated in Article 363 of the Indonesian Criminal Code (KUHP). This phenomenon also occurs within the jurisdiction of Tenayan Raya Police Sector, Pekanbaru, where aggravated theft cases have shown an increasing trend over the years. Such conditions need to be examined from a criminological perspective to understand the underlying factors and the strategies for addressing them. Based on these issues, this research focuses on two main problems, namely: first, what are the causal factors of aggravated theft according to Article 363 KUHP in the jurisdiction of Tenayan Raya Police Sector; and second, how the police efforts to overcome such crimes in that jurisdiction. This research employs an empirical juridical method with a descriptiveanalytical nature. Primary data were collected through interviews and observations at Tenayan Raya Police Sector, while secondary data were obtained from legislation, criminology literature, and previous research. The data were analyzed qualitatively using criminological perspectives and crime causation theories to provide a comprehensive understanding of the relationship between legal norms and social realities. The findings reveal that the main factors causing aggravated theft in the jurisdiction of Tenayan Raya Police Sector include economic factors, low education levels, weak family supervision, and opportunities that facilitate crime. The police’s efforts to combat this crime consist of preemptive measures, which focus on early prevention to stop potential problems before they occur; preventive measures, which aim to avoid legal violations through legal counseling, education, and monitoring; and repressive measures, which are reactive approaches applied after a crime occurs to impose sanctions and restore public order. However, these efforts face obstacles such as limited resources and low community participation. This study is expected to contribute to the development of criminological science and provide input for law enforcement officers to improve the effectiveness of combating aggravated theft.
