Abstract

This study aims to analyze law enforcement against children as perpetrators of narcotics crimes in the jurisdiction of the Pekanbaru Police. The background of this research problem is based on the phenomenon of increasing child involvement in narcotics cases, which poses a serious challenge to law enforcement and the protection of children's rights. Children as perpetrators of narcotics crimes not only face legal consequences, but also social and psychological impacts that can affect their future. Therefore, a holistic and fair approach is needed in handling these cases. The formulation of the problem in this study is how to enforce the law against children as perpetrators of narcotics crimes in the jurisdiction of the Pekanbaru Police and what are the factors that hinder law enforcement against children as perpetrators of narcotics crimes in the jurisdiction of the Pekanbaru Police. The research method used is a sociological legal research method, which combines normative analysis of laws and regulations with an empirical approach through observation, interviews, and case studies. Data was obtained from various sources, including legal documents, court decisions, and interviews with law enforcement officials, legal practitioners, and related parties in the jurisdiction of the Pekanbaru Police. The results of the study show that law enforcement against children of narcotics criminals in the jurisdiction of the Pekanbaru Police prioritizes the principles of restorative justice and diversion in accordance with the SPPA Law, with a focus on rehabilitation and coaching. The majority of perpetrators are 1517 years old, involved in the abuse of class I narcotics such as marijuana and methamphetamine. The Pekanbaru Police collaborated with the Social Service and LPKA for assistance, even though they were constrained by infrastructure and human resources. Educational and rehabilitative approaches are a priority for child recovery and prevention of re-engagement. Obstacles to law enforcement include the dilemma between law enforcement and the interests of children, limited human resources and facilities, socio-economic pressure, and lengthy legal processes. Collaboration between law enforcement officials, the government, and the community is needed to achieve fair and effective law enforcement.
