Abstract

National development is an effort to improve the quality of Indonesian people and society that is carried out in a sustainable manner, based on national capabilities, by utilizing advances in science and technology, and paying attention to development challenges. The problem caused by mining activities is the emergence of environmental damage around the mine, these problems are caused by mining activities that are being carried out (extraction, processing, transportation) which ultimately have a negative impact on the surrounding area. In exploring the problems studied, the author uses 2 problem formulations as a reference for writing, including: How the Implications of Supervision of Mining of Rock Mining Are Linked to Environmental Impacts and; What are the instruments used in supervising the post-mining of the people's mining of rock excavations. This peenelian gene is included in the group of observational research. The object of this research is about the authority of the Kampar Regency local government in terms of mining supervision, especially the mining of rock quarrying people in the Kampar Regency Government area. The location of the research is in the Kampar Regency area as the place where the object of research is located. After the withdrawal of authority related to mining related to licensing, supervision and enforcement or control of mining does not have full authority over its supervision in the district area. In terms of supervision and control of the environmental impact received by the mining area, it is also included. The instruments referred to in Article 14 of the UUPPLH are a) strategic environmental assessment (KLHS); b) spatial planning; (c) environmental standards; d) standard criteria for environmental damage; e) AMDAL; f) UKLUPL; g) licensing; h) environmental economic instruments; i) Environmentbased laws and regulations; j) environment-based budget; k) environmental risk analysis; l) environmental audit; and m) other instruments in accordance with the needs and/or development of science. The shortcomings related to the supervision of mining activities are the lack of role of mine inspectors in terms of quality and quantity
