Abstract

the Government has perfected the electronically integrated business licensing system which was previously OSS version 1.1 to become OSS RBA. Based on observations in the field after the launch of the program, it turns out that there are still many obstacles in the implementation of OSS RBA, such as the system that is still in the refinement stage, the lack of understanding of prospective applicants regarding the features and types of permits. The purpose of this study is to analyze and determine the implementation of the Online Single Submission Risk Based Approach (OSS-RBA) at the Investment and One-Stop Integrated Service Office (DPM-PTSP) of Pekanbaru City from an e-service perspective and its obstacles. The method used is a descriptive and qualitative method; informants in this study were the Head of the Investment and One-Stop Integrated Service Office, employees and the community who take care of permits. Data collection techniques were observation and interviews and data analysis were descriptive and qualitative. This study concludes that the Implementation of the Online Single Submission Risk Based Approach (OSS-RBA) at the Investment and One-Stop Integrated Service Office (DPM-PTSP) of Pekanbaru City from an E-Service Perspective has not completely facilitated the community in taking care of a permit. Overall, both in terms of planning, preparation, implementation and supervision related to the OSS-RBA system cannot be said to be effective because there are still shortcomings and obstacles from the OSS-RBA system itself. The inhibiting factor is the low capacity of human resources at the Pekanbaru City DPMPTSP, which is the lack of employee ability in implementing the OSS-RBA system which continues to be updated every year.
