Abstract

The aim of this research is to describe, analyze, and determine the influence of competence and organizational commitment on the performance of legislative members, with organizational culture as an intervening variable at the Regional House of Representatives (DPRD) of Kampar Regency. This study employs a quantitative statistical research design. Data collection techniques include observation, questionnaires, and documentation. The sample consisted of 45 legislative members in Kampar Regency. The data were analyzed using Partial Least Squares (PLS). The results show that competence has a positive influence on the performance of legislative members. Organizational commitment also has a positive influence on performance. Organizational culture positively influences the performance of legislative members. Additionally, competence positively affects organizational culture, and commitment also positively influences organizational culture. Competence has a positive effect on performance through organizational culture. Commitment has a positive influence on performance through organizational culture. However, similar to competence, although the influence is positive, the effect of commitment on performance through organizational culture is not statistically significant. This indicates that while commitment is important in improving performance, organizational culture does not always significantly mediate this relationship in the context of DPRD members.
